SUBJECT:Committee Substitute for House Bill 2350

Committee Substitute for H. B. 2350, providing that when a
designated state holiday falls on a Saturday, that such holiday be
observed on the preceding Friday, makes the following revisions to
the original bill:
(1) Provides an easy-to-follow listing of each day currently
recognized as a legal state holiday;
(2) Removes the provision proposed in the original bill that
state, county and municipal workers who opt to work on a designated
holiday or day designated as a holiday be compensated at his or her
normal rate of compensation;
(3) Provides that when the governor designates a day as time
off for public employees, that day may be observed as a nonjudicial
day by the courts;
(4) Provides that when a person is legally required to perform
an act within a certain number of days, if the deadline falls on a
holiday, Saturday, Sunday or day off as designated by the governor,
the deadline shall be extended until the next day that is not a
holiday, Saturday, Sunday or designated day off;
(5) Provides that if a special election occurs on a Saturday,
the prior Friday shall not be observed as a legal holiday; and
(6) Re-establishes provisions which authorize the Court to
establish its own policies for addressing holidays and stating that
these provisions do not affect legal school holidays as outlined in
section two, article five, chapter eighteen-a of the code.
